LUCKIAMUTE WATERSHED COUNCIL MINUTES

Sept. 8, 2005

Place: Monmouth Volunteer Hall, Monmouth

 

INTRODUCTIONS

Call to Order – The meeting was called to order at 7 p.m. by Chairman Michael Cairns. As there were only six board members present, a quorum was not established and so no official action was taken. Minutes from July were discussed. Suggested changes will be presented Oct. 13 for final approval.

 

COORDINATOR’S REPORT – Charles Redon

Reports – The biennial report for 2003-2005 is finished and will be sent to OWEB. Charles reminds councilors that volunteer hours are very important to report. He can send the sheets each month if needed. The report for the Doerks-Edmonds grant for the newsletter is finished.

Polk County Outdoor School – This year’s school will be for Ash Creek Intermediate School students Oct. 26-27. Charles asks – Should he use his LWC time that week to teach classes? Approval by consensus.

National Fish and Wildlife Foundation grant – Charles is attending Sept. 9 meeting to get information on this grant. A joint application, led by John Runyon, could pay for a person to provide technical assistance to several watershed groups.

Statewide coordinator’s conference – Three days in Bend is estimated to cost from $100 to $150.

            Randy is absent. Report was distributed. No discussion.

 

ADMINISTRATION COMMITTEE – Ann Stewart, Kenn Carter

            The charter is undergoing revisions and updating. An operational procedures manual is a good idea, says Cairns.

 

EDUCATION COMMITTEE – Ron Nestlerode

            Ron asks – When is it proper to send cards? Discussion about the speaker list approved by council. Should there be a Christmas party/potluck? Who should be invited? Should all the watershed councils get together? Jo suggests – Bellringers for Salvation Army can also promote the LWC. Also, when is the newsletter deadline. Discussion.

 

CHAIR’S REPORT – Michael Cairns

            South Fork Ash Creek project – Will submit an OWEB restoration grant application in October.

New board member – Dr. Karen Haberman, Western Oregon University professor, is willing to be on the watershed council. Approval by consensus. Election will be Oct. 13.

            Steelhead project – Revising OWEB grant application to support a survey of culverts, fish and habitat needs to prioritize projects.

            Other grants – Phil Larsen may apply for water quality monitoring grant, Gail Oberst to apply for education grant

            E-coli, water quality monitoring– Testing continues in Luckiamute, Ash Creek watersheds.

Action plan – work is needed. A revised plan is due to OWEB Oct. 15.

Hop and Heritage Fest is Sept. 24. Discussion about booth, volunteers. LWC will participate.

 

MAXFIELD CREEK – Hugh Snook, Michael Cairns

Report on the tour Aug. 13, led by Hugh Snook and crew and followed by an awards picnic at Airlie Winery. Suggestion: put the awards in the minutes. Hugh Snook talked about collaborative work on Monmouth Peak and reviewed the Maxfield Creek project. See Attachment about field trip. OWEB, LWC can also be part of this project that will begin in 2007, possibly help with pieces not currently funded. An environmental impact statement will be out this fall.

 

 

OTHER REPORTS

            Jo Yeager went to SOLV training. SOLV offers up to $150 for projects.

            Polk SWCD – Annual meeting is Sept.14 at the fairgrounds. Celebrate the Creek is Sept. 17 in Dallas; Fishing Derby is the same day.

            CREP program – Ron Nestlerode reports on a project on his property.

            Commissioner to talk Oct. 13 – Polk County Commissioner invited. Topics could include Ritner Creek Bridge, culverts, knotweed program. Q-A format. A chance to suggest collaboration projects.

 

            The meeting adjourned at 9 p.m. The next meeting is Oct.13.
