LUCKIAMUTE WATERSHED COUNCIL MINUTES
Oct. 13, 2005

INTRODUCTIONS
Call to Order – The meeting was called to order at 7:10 p.m. by Chairman Michael Cairns. There was no quorum at this time, so no official action was completed until later, via e-mail (see ACTION). Minutes from September were approved.
GUEST SPEAKER – Tom Ritchey, Polk County Commissioner
Cairns welcomed Ritchey and presented an overview of watershed projects and thanked the commissioners for their contributions. He suggested possible collaboration with the county to survey culverts and obtain grants to replace culverts and improve fish passage. Ritchey thanked the council volunteers and invited members to attend commission work sessions each Tuesday at 9 a.m., and the formal meetings at 9 a.m. Wednesdays. He talked about bridge replacements now underway. Discussed Ritner Creek Bridge grant, which needs up to $30,000 in matching funds to supplement a federal grant. Redon presented Ritchey with a LWC T-shirt and a plaque of appreciation.
GUEST SPEAKER – Mike Rodriguez, Falls City and Dallas high schools teacher
Rodriguez described a potential salmon habitat enhancement project on Teal Creek that could involve his students. The project would include fish, and invertebrate surveys and log placement, restoration and assessment. This could be a good educational project for his students and could create a database for the reaches on which they work. Cairns agreed this is a good stream, on NOAA’s critical habitat list. There was discussion about the area of the study, the impact of recent logging at Camp Kilowan. Cairns asked Rodriguez to help put together a project proposal in time to apply for OWEB grant funds in April. Nestlerode offered help from the education committee, too.
COORDINATOR’S REPORT – Charles Redon
See Attachment A – Luckiamute Coordinator’s Activities. Redon announced streamside restoration workshops Nov. 9, Nov. 12 in Monmouth. LWC is one of the sponsors. Redon asked for committee work plan revisions. The council’s revised work plan is due this month. Redon said he is working on a grant proposal to apply as a group (Luckiamute, Rickreal and G-G) for a technician to assess, identify and prepare for projects. The grant is going in at the end of the month.

See Attachment B -- Financial Report. Cairns reports that $90 from T-shirt sales was deposited in the SKWWCA account.
ADMINISTRATION COMMITTEE – Kenn Carter
The committee approved its portion of the work plan. Carter suggested that the council revise its quorum requirements, for example, that business is conducted by council members present. Also suggested: agenda items only can be acted on, and some items could be reopened at the following meeting by members who weren’t there. Haberman suggested that e-mail votes are okay to meet the quorum. Nestlerode said that alternate council members may solve the problem. Cairns said that the charter should be re-examined for voting procedures. Should we eliminate a member too? For now, consensus was to solve the action problem by getting enough votes by e-mail.
EDUCATION/OUTREACH COMMITTEE – Ron Nestlerode
The committee updated its portion of the work plan. ACTION – Council members present unanimously approved applying to OWEB for the “Writing Your Watershed” grant for approx. $5,000. Three more affirmative votes came via e-mail by Oct. 19 from Ann Stewart, Kirk Lewis and Randy Gould. Motion passed.
CHAIR’S REPORT – Michael Cairns
Cairns nominated Karen Haberman, professor at Western Oregon University, to the council, filling the “Education” position. Ron Nestlerode, currently in that position, was moved by his consent to the “Watershed Resident” position. ACTION -- Unanimous approval among council members present. Three more affirmative votes came via e-mail by Oct. 19 from Ann Stewart, Kirk Lewis and Randy Gould. Motion passed.
Cairns asked the council to approve two grant applications to OWEB, one for South Fork Ash Creek restoration, and another to survey and begin improvements on culverts that may block steelhead passage. Carter raised the question about possible conflict of interest because Cairns is the council chair and also the paid project manager on both of these grants. Redon said that he didn't know of other chairpersons who acted as paid project managers, but board members of other non-profits who are paid have declared a conflict of interest and abstained from discussion and voting. ACTION -- Unanimous approval among council members present for both grant applications. Three more affirmative votes came via e-mail by Oct. 19 from Ann Stewart, Kirk Lewis and Randy Gould. Motions passed. Cairns abstained from voting.
