LUCKIAMUTE WATERSHED COUNCIL MINUTES

March 9, 2006

Place: Volunteer Hall, Monmouth

 

Introductions/Call to Order -- Chairman David Anderson calls the meeting to order

Chair’s report – David Anderson

Cairns is now coordinator. Discussion about Shawn Irvine, who offers to represent Independence on the council.  ACTION: Oberst moves to add him to the council in the city position, Haberman seconds. MOTION PASSES UNANIMOUSLY.

Anderson announced River Guardian volunteer event training on March 18, hosted by Willamette Riverkeepers – see handouts. Also, Anderson said he will not be here Monday through Friday, through August. Dave Vesely will chair the next few meetings, but a few could miss a few meetings. David Anderson should designate someone else to chair those meetings, if Dave Vesely is not able to attend.

Treasurer’s report -- Randy Gould

Gould hands out 2006 Monthly Expenses and Actual Budget. Discussion of Charles’ salary, reimbursement for Jo Yeager’s watershed steward training an mileage, expenses for one night lodging at OWEB meeting, discussion of funds in the S-K account.

Recent income: $1,176 from OWEB for participation in Willamette Restoration Priorities.

Administration Committee – Jim Clawson

Clawson reads charter and appendices changes as suggested last month. Conflict of interest policies can be an appendix, added later. Clawson asks council to adopt the eight elements of the charter. Discussion about e-mail votes, policies. ACTION – Motion is made to adopt with changes.  MOTION PASSES, UNANIMOUSLY.

Education/Outreach Committee – Ron Nestlerode

Lesson plans – In the process now of assessing needs K-8 to fit in with benchmarks, and developing projects for specific watershed locations. Mike  Rodriguez was named teacher of the year by Polk SWCD. Proposed plans ready by end of the year.

Birder’s Big Day – Dave Vesely describes the June 3-4 activity that will benefit council by providing bird species locations in the watershed. Volunteers to be enlisted to collect location data through (what does this mean?), landowners for refreshment stations, local information, maps, prizes, donations needed. Associated events could include tours, fundraising, restoration reviews. Gould volunteers maps.

Coordinators Report – Michael Cairns

Fish passage survey and Maxfield Creek restoration – Grant applications to be submitted to OWEB in April.

Seminar series to begin in April. Venues now being reserved.

Teal Creek project to be submitted to OWEB next year, meeting tomorrow with ODFW, BLM for to make plans.

Grant applications will come to council next month for approval.

Action plan committee is working on a draft plan to show that the council has established a priority for projects.

S. Fork Ash Creek – final piece of funding tentatively approved by OWEB – theirs is one of four funding sources. Education project, was approved by review team, but not funded. Suggestion that the book be drafted and then try to find money to publish it.

Benton County got $600,000 to do habitat conservation planning, first time ever in Oregon. LWC is among stakeholders. Description of project and our possible participation in identifying locations of sensitive species.

Umbrella Council Report – Charles Redon

Report on planting – Oak Point Nursery – 2300 Independence Highway.

Question to Charles: – where is the self-assessment summary from January meeting? He will e-mail.

NFWF foundation grants – Decision has not been made yet.

Umbrella Council newsletter – First issue is out. Costs include editing, paper, and mailing.

OSU Trainer is available to help with group process, board work. Interested people are welcome to attend. No date set. Contact Charles.

Outdoor School – Next school is in May. Susan Mulkey of Polk SWCD is coordinating it. Volunteer teachers needed. Also need chaperones to stay overnight with the kids in the cabins.

Other council announcements

Shawn Irvine – He is applying for a grant to help build a nature trail along Ash Creek, and needs a letter of support from the council. ACTION: Council APPROVES unanimously writing a letter of support for the trail.

Kirk Lewis – He brings artifacts from his property at Luckiamute Landing.

 

Announcement -- BLM land-use plans for Luckiamute Watershed will be discussed Monday night at BLM office in Salem.
