INTRODUCTIONS – Dave Vesely
Dave Vesely called the meeting to order, Dave Anderson, chair, was absent. Minutes from March were distributed but no vote to approve.
GUEST SPEAKER – Ron Campbell, Oregon Parks and Recreation Department
Plans for the new state park at Luckiamute Landing are underway. He described the Master plan draft and distributed “Master Plan at the Luckiamute Confluence,” “Master Planning Process,” and a newsletter. He can add anyone interested to a mailing list. A complete proposal is at: www.oregon.gov/OPRD/PLANS/planning_luckiamute. Written comments on the draft plan will be accepted through May 11, 2006. On June 8, OPRD staff will present the draft master plan to the State Parks and Recreation Commission and hear their comments before beginning the process to adopt the plan. The process will include consultation with Polk and Benton County officials to determine what, if any, land use approvals will be needed. The rule-making process will include a formal public hearing followed by another opportunity to submit written comments. The plan may be adopted this fall. Campbell described interpretive trails, two parks, paddlers access, youth and seasonal crews, outreach center, Baker House renovations, turtle habitat, viewing and fishing platforms, ponds, visitor services, hunting and natural resource management.
BUSINESS
Chairman’s Report – Vesley -- Birder’s Big Day – The birding event will be June 2-3. Final picnic will be Saturday at Wade Edris’ place. Karen Haberman will work on data sheets, Joel Greer will do protocol and database work, birders will be provided with maps of public areas, rules, badges. Support stations to be identified.
Education/Outreach – Ron Nestlerode – Letter to teachers is being drafted to survey what teachers need to use the creeks and rivers as a resource.
COORDINATOR’S REPORT– Michael Cairns -- See Attachment “LWC Coordinator’s report.”
Application for Polk SWCD funds -- Discussion about applying for the $2,500 in SWCD grant. MOTION IS MADE TO SUBMIT THE APPLICATION for grant funds to the Polk Soil and Water Conservation District. Discussion: Kenn Carter questioned e-mail discussions and responses on this issue. He suggested we ask for general funds for education and outreach activities. Michael said that the SWCD asked very specific questions about what the money would be used for, so he felt he had to be detailed about expenditures. Vesely said chair should lead the discussion, e-mail or live. If the business is necessary, it should be managed by the chair, Dave says. The Chair initiates an e-mail vote. VOTE: UNANIMOUS IN FAVOR OF APPLYING
Application for two grants from OWEB – One for Upper Maxfield Creek grant – $132,000, the portion of the BLM project that they can’t fund, and for the technical assistance grant to survey barriers to fish passages, $24,000. MOTION TO APPROVE GOING FORWARD WITH THE TWO APPLICATIONS. Discussion – Match for culvert survey requires some volunteer time, postage and printing, gas and mileage. VOTE: UNANIMOUS IN FAVOR
Liability insurance – The administration committee should investigate what level we need. Legal help might be needed.
New meeting format – Coordinator poses the question -- Do we need to meet each month in a business meeting. Could be quarterly, and in the interim, steering committee can take care of routine matters. Suggests we skip our meeting in May because of the six seminars and birding day. Discussion on this possibility. MOTION TO CANCEL MAY MEETING IS MADE AND WITHDRAWN – The meeting will go ahead with one topic of discussion: Birder’s Day plans

Summer tours by the Umbrella Council – One tour involving all three councils. MOTION TO SUGGEST THE LOG PLACEMENT PROJECT TOUR. VOTE: UNAMIMOUS IN FAVOR
