LUCKIAMUTE WATERSHED COUNCIL MINUTES – SEPT. 14, 2006

INTRODUCTIONS – Ann Stewart, vice chair
Ann Stewart called the meeting to order in the chair’s absence. Minutes from August were reviewed and approved.
GUESTS – Welcome to Tim Tompkins of Weyerhaeuser, Joe Rykowski of the Black Rock Mountain Biking Association and Jason Brown, candidate for District 23.
Guest speaker Rykowski described his group’s proposal to build bike trails in the Black Rock area, which could also be used by hikers, fishers, but not horses or motorized vehicles. See handout “Initial Proposal for Luckiamute River Rails-To-Trails.” Tompkins asked questions about easements, land-use, permission to use private lands.
BUSINESS
Action planning – Shawn Irvine describes the exercise that will begin at the November meeting. He explained hand-outs that list criteria by which we can judge and prioritize projects – priorities that will ultimately be used to create an action plan. The council is to review the handouts and familiarize themselves with the procedure and terminology so that we can efficiently proceed through the exercise as a group at the November meeting.
Coordinator’s Report – Michael Cairns. See written report. Updates are in blue.
Action – Wade Edris moves and Shawn Irvine seconds the motion that the LWC should be the applicant on a proposal to restore wet-prairie habitat. LWC would partner with other agencies. APPROVED, unamimous.
Action – Ron Nestlerode moves and Gail Oberst seconds the motion to participate in the Polk County Adopt-A-Road program. The road to adopt will be decided by e-mail vote. Volunteers to participate include Phil, Wade, Ron, Gail and Jo.
SF Ash Creek – SF Ash Creek dam removal project will be delayed until next year due while we await DSL permits. Meanwhile, begger’s tick needs to be removed again before it goes to seed. If we spend $650 from the Salem Keizer Association account, we can reimburse our account with OWEB grant funds. Action: Jo moves, Shawn seconds a motion to spend money to mow the project site. APPROVED, unanimous.
Technical Assistance grant – Michael asks to apply for an OWEB technical assistance grant to conduct a limiting factors analysis and restoration action plan for one of our sub-watersheds. Action: Ann moves, Gail seconds the motion to allow Michael to apply for a grant. APPROVED, unanimous.
Umbrella Council report – Charles updates council on NFWF project, summer tour, Rickreall’s Celebrate the Creek Day is Sept. 23
Treasurer’s report – Kenn Carter – See budget report, “September 2006 Budget Report.” Discussion: We need a budget to direct expenditures. Most funds are earmarked for specific projects. How does the council decide how to spend funds? In short, we have $24,000 but $13,000 is committed, $5,000 is seed money, so there is $6,000 in discretionary funds for the next 9 months. Carter recommends the steering committee develop a budget for the remaining funds. Cairns agrees that we need a budget. He reports that the council agreed to use the seed money for an outreach specialist – he is applying for funds to fill the quarter-time position.
Edcuation/Outreach Committee – Ron Nestlerode, Gail Oberst, Jo Yeager. Announcement about Sept. 23 awards program at Airlie Winery.
Recorder contract – A draft has been sent to Polk SWCD, who will administer the contract with the recorder, Gail Oberst, paid from non-OWEB funds
