LUCKIAMUTE WATERSHED COUNCIL MINUTES

DECEMBER 14, 2006

VOLUNTEER HALL, MONMOUTH, OR

 

INTRODUCTION:

The meeting was called to order at 7:00 pm by Ann Stewart, Vice Chair.  The November minutes were approved.

Guests: Christine Hurst is introduced as the outreach coordinator for the steelhead passage barrier project. She has worked with Mary’s River, S. Santiam and Johnson Creek Watershed Councils. She lives in Corvallis. The guest speakers, Falls City High School science class, were unable to attend due to the stormy weather.

 

BUSINESS: 

 

Action Planning:  Shawn is sick and so he will complete the planning process next month.

 

Coordinator’s Report (See attached LWC Coordinator Report for December 2006)

The 2007-09 council support grant application to OWEB will be turned in tomorrow. Ann Stewart, Shawn Irvine, Wade Edris and Kirk Lewis reviewed it and their comments were incorporated.  ACTION: Kirk moves, Jo seconds a motion to approve submission of the application. APPROVED, UNANIMOUS. It is one of 12 grants present and future, in progress.

Weyerhaeuser will provide posts for the sign project.

Outreach specialist position description draft distributed; input is sought by Coordinator. We’ve applied for grant funds for a quarter-time position.

Luckiamute Weed Advisory Committee – ACTION: Council appoints Jo to the Polk SWCD knotweed committee, with Wade as the alternate. Names will be reported to SWCD.

 

Chair’s Report – Ann suggests that an oversight/monitoring committee will be appointed for each project, to stay abreast of the project details. Ann appointed (for S. Fork Ash Creek) -- Jo and Shawn; (Maxfield Creek) – Scott Snedaker and Ann; (Steelhead Passage Barrier Survey) – Wade and Ann. Kenn reads from the charter the rules that allow officers to appoint such task groups.

 

 

Treasurer’s report – See attached financial statements. Kenn says we still need a budget. Gail volunteers to help create one. The operations fund is overspent by $19. ACTION: Gail moves and Jo seconds a motion to move Salem Keizer Association funds into the PSWCD non-OWEB account to cover the deficit. APPROVAL, UNANIMOUS. Discussion: Kenn also says we need to pay office phone bill from that fund; costs will total approximately $400 for the next six months. CONSENSUS. Ann should be directed to make a request to SKUWCA to transfer $400. Michael has ordered trees for the S.F. Ash Creek project, but we won’t have to pay for them until 30 days after we pick them up in early February.

 

Committee reports:

            Outreach/ Education – Gail and Jo report on objectives in the plan. Discussion on future of tours, workshops and seminars ensued. A suggestion was made that we visit farms and forests in our watershed. Jon Bansen’s dairy, for example.

 

Announcements: Kirk updates the council on progress on Luckiamute Landing State Natural Area. A final draft plan is being prepared for submittal to the OPRD Board.
