March 8, 2007

6 p.m. -- Education/Outreach Committee meeting, Rick’s Place. Discuss “mining” public opinion survey data for outreach coordinator

6 p.m. -- Steering Committee meeting, Rick’s Place. Discussed coordinator report

Introductions:

Vice Chairman Wade Edris called the meeting to order in the absence of Chairman David Anderson

February 2007 minutes – ACTION: Motion to approve by Jim Clawson, seconded by Shawn Irvine. Approved unanimously. Reminder to turn in volunteer time sheets – volunteers are worth $18.09 per hour, as reported by Charles Redon.

Guests:

Arthur Bass, Willamette Riverkeepers, will be attending the next meeting to talk about a study of freshwater mussels in the Willamette Valley, including sites in the Luckiamute. Lowell Spring, retired Western Oregon University science professor, is introduced.

Business:

Coordinator Report, Michael Cairns

            See written report attached – “LWC Coordinator Report March 2007”

            ACTION -- Approval of Outreach position budget and recruitment – Michael discussed the attached revised budge, seeking approval of the Outreach coordinator’s position. Discussion: The budget is smaller, the review panel make-up to consist of Ed/Out Committee and Steering Committee members. Interview to be scheduled soon. Motion: Jim Clawson moves to offer the job to Christine Hurst, but if she can’t take it, then advertise it. Wade seconds. Discussion: If she accepts the job then the outreach/education committee will come back with a recommendation to hire. Approved unanimously.

Operating procedures manual (Discussion) – Jim Clawson -- A good charter has been developed, but procedures and guidelines are needed. Jim has been working on a similar process with the SWCD. Three areas are to be covered in the manual – fiscal policies, official records, personnel. Jim will recruit administrative committee members. Discussion about whether to reorganize or split the steering committee.

            LWC featured in new OWEB and NOWC publications (Information) – Note pages 34, 51 in “The Oregon Plan” 2005-2007 Biennial report. In the NOWC, the log placement project is featured and Ash Creek project is featured in two places. Newsletter of the NOWC is online, sample discussed.

            Suggestions for summer tours of watershed landowners (Discussion) – Possible tours of watershed farms, small woodland and large timber operators, and other projects. Suggestions -- Terry Lamers, Garth Mulkey, Jon Bansen, Weyerhaeuser, Luckiamute Landing, The question is do we invite the general public and how many people would come? Transportation discussion includes liability. Referred to the education/outreach committee.

Elections

ACTION -- Jo Yeager nominates Jim Clawson for Secretary, Kirk Lewis seconds. Vote: Unanimous. ACTION – Kirk Lewis nominates Kenn Carter for Treasurer. Gail Oberst seconds. Vote: Unanimous.

Newsletter – Charles Redon reports that the next one is not yet scheduled to come out. The next umbrella council will decide when it will be published.

 

Action planning (Continuation of process) -- Shawn Irvine.

The council continued its ranking issues. This month: Surveying and treating invasive aquatic species; Lease water rights and reconnecting the floodplain. How to remedy water quality degradation in light of limiting factors, high temperatures and E.coli contamination will be addressed next month with help from the author of this process, Guillermo Giannico

Chair and Committee Reports

Education/Outreach committee – Ron Nestlerode repeats committee’s desire to be oversight committee for new contractor, in addition to Steering Committee. Ron Nestlerode reports about what we’d like to see the education/outreach person do. Discussion about website possibilities.  

Wade asks that we add a hit counter. Discussion about contractor position.

LWC member reports and public comments

Kirk reports that he is seeking letters of support for a No Wake Policy to be sent to the Oregon State Marine Board. This policy would help protect the area’s eagles and a possible heron rookery. MOTION: Kirk moves to draft a letter from the LWC. Jim seconds. Vote: Unanimous.

Next meeting: April 12 -- Committees: 6 p.m. at Rick’s Place Regular meeting, 7 p.m. at Volunteer Hall, Monmouth.
