LUCKIAMUTE WATERSHED COUNCIL MINUTES

May 10, 2007

Introductions:

Chairman Dave Anderson called the meeting to order. He welcomed graduate students from OSU’s new water resource management and governance class and other guests and council members.

Minutes:

ACTION: Motion to approve April 2007 minutes, made by Jim Clawson, seconded by Wade Edris. Approved, unanimously.

Guest Speaker:

Wade Edris, LWC member, talked about his background in watershed work, and specifically a little history about watershed work and lessons learned on the Chesapeake Bay area in Pennsylvania.

Business:

Coordinator Report, Michael Cairns – and written report

Ø      Maps passed around to show where different projects are taking place, brochures now have correct website

Ø      Prioritization process is now completed. Shawn will compile results and bring it back to the LWC. See table of priorities created by OWEB, and Phil Larsen has also added his own prioritized list. Among top priorities: 126 miles of the watershed  are too warm.

Ø      Thanked John Petersen for working on website. Input from board is needed to continue to improve it.

Ø      An environment position needs to be filled and Tom Smith has volunteered. ACTION: Wade Edris nominates, Dave Anderson seconded. Tom is elected, Unanimously.

Ø      Volunteers are needed to weed and water the South Fork Ash Creek project. Plants are doing great, except for cedars. Beaver dam has backed up water, will need to pull it.

Ø      May 19 – down by the riverside clean-up. A student from Western is taking the lead.

Ø      Council support process – funding, estimated between $68,000 to $108,000, in the next biennium will support a full-time coordinator. The group needs to decide how to staff the organization in the next two years.

Outreach/Education – Christine Hurst

Ø      Fish passage survey project. Only about eight have refused, but of about 150 people landowners, nearly 85 percent have agreed and a master list will go to Chris for the survey team. Kenn Carter asks about objections from landowners and strategies to get their cooperation.

Ø      Outreach plan has been prioritized by committee. The committee is also working on tabling events. Volunteers needed.

Ø      Gail reports on tours and tabling events. ACTON: Wade moves to adopt the work plan as presented by Gail and Christine. Garth Mulkey seconds. Discussion – This is an ambitious plan that needs volunteers help to staff all of these projects. Put it up on the website. Passes unanimously. Kenn suggests we pass out free things to visitors.

Rountable discussion – What are we doing here? What would you like to see different? Dave Anderson – wants to see steelhead surveys. Kenn – represents municipal government, and wants people to know how cities are regulated. Cities are targets of the Clean Water Act, but really problems stem from people who live there, not the municipalities themselves. Dallas zapped for temperature, mercury and bacteria. Tom Smith – take a holistic approach.  He has a creek through his property affected by horse operations, dairy farms that create algae blooms, aesthetic problems. John Petersen is a computer guy – interested in the health of the watershed, and in communicating progress, believes in the the cumulative effect of individuals. Kirk Lewis – we are laying the foundation of what will be done in the next 100 years. There have been big changes in consciousness in the past 20. His focus is on Luckiamute Landing. Garth Mulkey  – He’s a farmer, trying no-till farms and irrigates with water, so he makes an impact, uses the watershed. He wants to take part, have a voice, do the best he can and be a good steward of the land and watershed.

Announcements – Bird Day – June 2, at Wade Edris’ place. He will provide refreshments, everyone can bring a side dish, do their birding and then return to his place.
