June 14, 2007

Introductions:

Chairman Dave Anderson called the meeting to order.

Minutes:

ACTION: Motion to approve May 2007 minutes, made by Wade Edris, seconded by Ron Nestlerode. Approved, unanimously.

Guest Speakers:

Emily Plec introduced her Western Oregon University Environmental Communication class who presented their Luckiamute River Watershed Project.  This included interviews with landowners, which were transcribed and analyzed to identify concerns and other trends. Those interviewed included Frank Pender, Tanglewood Timber owner and former teacher; Garth Mulkey, third-generation farmer; Linda and Howard Grund-Clampitt,  farmers who inherited the farm and are now taking a more active role in managing the land; Nels Olsen, owner of A & N Hometown Grocery in Falls City with concerns about declining native trout fish runs. Kirk and Judy Lewis, Luckiamute Landing landowners.

Discussion – The watershed council can help by educating the community, providing incentives, organizing fun community events with food, music and beer; passing out brochures and flyers, recruiting volunteers to participate; community outreach programs and discussion; booths at the Werner College Center; make contact with college students who can reach younger volunteers.

Business:

Treasurer’s report, Kenn Carter via Michael Cairns – Most of OWEB funds spent as we end the fiscal biennium. We still have 5,300 in the SWCD fund, which needs to be moved to fund Christine’s position. The rest will be moved to SKWA to pay for the other 8 months of her position. We bought magnetic signs for vehicles working on our projects. Fiscal agent for the next biennium is Cascade Pacific RC&D.

Coordinator Report, Michael Cairns – see written report, dated June 14, 2007

Ø      Applied for small grant for reed canary grass, Grund-Clampitt’s property; and a western pond turtle survey grant including student surveys and outreach. ACTION: Dave Anderson moves, Wade Edris seconds a motion to apply for a grant to survey turtles in Polk County. Unanimous Approval.

Ø      Staffing for next two years – See handout, “Draft LWC 2007-09 Staffing Plan” which includes two funding levels for a .8 FTE for a contract employee and a project manager, who would apply for and manage grants.

Ø      Draft position announcement, see handout “Watershed Coordinator, Luckiamute Watershed Council.” This will be distributed by Monday. Applications are due July 2, 2007. An ad hoc review committee will look at applications, interview three or four candidates, and then choose candidate by July 13. ACTION: Dave Anderson moves and Kirk Lewis seconds the coordinator hiring plan and job description. Unanimous Approval.

Outreach/Education – Christine Hurst, Ron Nestlerode

Ø      Fish passage survey project. Surveys are underway. Christine has finished contacting landowners and will be following up in the fall. The data will be compiled and experts will prioritize projects.

Ø      See LWC Outreach Report for June 2007 – Tours have been set (Next is Terry Lamers’ place, July 2), surveys are being mined for volunteers, tabling events are scheduled. Dave Anderson wants to be involved in shade data projects. Ron reports that a display is prepared for four events this summer (see schedule) and volunteers needed for these events. Tammee Stump says she can do Independence Market. Gail Oberst reports on writing workshops, beginning Aug. 18, through Sept. 15.

Announcements – Need to extend Jo’s Yeager’s term 2009; Tammee Stump’s term is changed to 2008.
