7 p.m. -- Regular meeting
Call to Order and Introductions: Chairman David Anderson called the meeting to order. Everyone introduced themselves.
Minutes: ACTION – Kenn Carter moved and Tom Smith seconded the motion to approve the minutes with changes. UNANIMOUS APPROVAL. The minutes are now posted online, said Christine.
Treasurer’s report – Kenn Carter – Nicole, Jim, Michael and Kenn met to put together a
proposed budget for the biennium (see attached budget). The proposed budget includes a reserve fund which could be used for whatever the council decides -- interns, outreach, grant back-up, performance incentives, for example. Discussion: Do we have enough liability insurance? Kenn said he’d like to wants to send this budget to OWEB in percentages. ACTION: Tom Smith moves, David Anderson seconds the motion to send the proposed budget to OWEB. UNANIMOUS APPROVAL.
Watershed coordinator report – Nicole Duplaix. See written report about six proposals and
the work on the work plan. Jim Clawson, Michael Cairns and Nicole went to the SWCD meeting. Nicole also introduced two potential interns, Marci Sams and Jenna Gelardi.
Project managers report – Michael Cairns.
See written report, LWC Project Manager Report November 2007. Michael explains the Cooper project application on Ash Creek, which was reduced from a $1 million project to under $300,000. Discussion about overruns and bids.
Outreach specialist report – Christine Hurst.
See written report, LWC Education/Outreach Work Plan 2007. Christine asks council members to look at the website and e-mail suggestions her. It will be easier to use in the future. She will begin working on a fundraising plan for the coucil, gathering info, creating fundraising strategies, etc. Gail, David and Tom volunteer to help brainstorm fundraising ideas. Discussion. How do the other websites look? Are there people interested in doing projects with the council, such as volunteers, interns and students? Discussion about recruiting and managing volunteers, creating a volunteer list and having a volunteer manager/ office intern at WOU.
Committee reports – Education/Outreach, Ron Nestlerode.
Ron reported on the proposed work plan. Committee members made additions and subtractions to the 2007-9 biennium plan; follow-up; some changes to last year’s plan. Ron reports on Outreach Work Plan. Gail reports on Writing Your Watershed publication.
Nominations of new members – John Petersen, of General Electric, and Emily Plec, of
Western Oregon University, are nominees. Discussion: How do we get good representatives for commerce? Should they be business owners? ACTION: David Anderson moves and Kirk Lewis seconds a motion to nominate John Petersen to the council’s commerce position. MOTION PASSES, Unanimously. ACTION: Gail Oberst moves and Garth Mulkey seconds a motion to nominate Emily Plec to the education position on the council. MOTION PASSES, Unanimously.
Roundtable discussion – Michael introduces Ryan Sparks, Oregon Parks’ Luckiamute State Natural Area, who gives a brief overview of the project in Buena Vista. Develoment won’t take place for another two years. Eventually, the 900-acre area could include projects of interest to the council. The master plan is complete and available to the public. The council asks questions about trails and possible cooperative projects on the land. Sparks describes the state grant process for funding restoration and research projects on this land. The land is public and the trails are open. Lots of volunteers are needed in the future. Currently, local farmers help keep invasises down and farm a part of the land.
Adjournment – The next meeting will be at 7 p.m. Dec. 13, Monmouth Volunteer Hall, preceded by committee meetings at Rick’s Place.
