December 13, 2007

Call to Order and Introductions: Treasurer Kenn Carter called the meeting to order. Everyone introduced themselves. Nancy Gramlich described DEQ’s new Middle Willamette TMDL Technical Team that began meeting on 11/20. Michael Cairns is representing the LWC. A volunteer time sheet was passed around; the need for an outomated system was reiterated.
Minutes: ACTION – Kirk Lewis moved and Ron Nestlerode seconded the motion to approve the minutes as submitted. UNANIMOUS APPROVAL.
Treasurer’s report – Kenn Carter gave a brief report. Nicole and Michael have each personally contributed $20 toward a proposed $200 contribution to the Network of Oregon Watershed Councils. This amount is being sought from each Oregon Council to match a $10K donation, announced at the NOWC Gathering. LWC membership in River Network was suggested by Nicole and Michael. A general discussion ensued regarding roles and services provided by River Network and NOWC. Emily Plec moved and Tammee Stump seconded a motion to approve both expenditures. UNANIMOUS APPROVAL.
Watershed coordinator report – Nicole Duplaix. See written report.
Nicole described the recent NOWC Gathering in Hood River attended by she, Michael, Christine and Gail.
Nicole discussed ideas for volunteer and member recruitment.
Nicole proposed the names of Gail, Shawn, Tom, David, Carolyn Menke (IAE), Scott Snedaker (BLM), Phil Larsen (EPA), Nancy Gramlich (DEQ), Karen Hans (ODFW) for the new Project Review Committee. Jo Yeager moved and Kirk Lewis seconded a motion to approve formation of the committee. UNANIMOUS APPROVAL.
A proposed January LWC retreat was proposed by Nicole. The retreat would have multiple goals, including building a more effective organization and fundraising. Jo Yeager moved and Emily Plec seconded a motion to table the idea, to gather more information on member schedules, and to invite River Network to our January meeting. UNANIMOUS APPROVAL.

Outreach specialist report – Christine Hurst. See written report.
Christine made a presentation on fundraising goals (Diversify funding; Broaden LWC’s exposure, Strengthen programs). A handout (attached) was distributed for comment.
Committee reports – None
Roundtable discussion of 2007-09 Workplan See attached. Kenn expressed thoughts that it is too ambitious given LWC staffing. Michael countered his opinion that it is ambitious but realistic. General discussion ensued. Kirk Lewis moved and Jo Yeager seconded a motion to accept the Workplan as submitted. UNANIMOUS APPROVAL.
Adjournment – Meeting adjourned for potluck (delicious). The next meeting will be at 7 p.m. January 10, 2008 at Monmouth Volunteer Hall, preceded by 6 p.m. committee meetings at Rick’s Place.
