January 10, 2008

7 p.m. -- Regular meeting
Call to Order and Introductions: Chairman David Anderson called the meeting to order. Everyone introduced themselves to guests Todd Jarvis, OSU hydrogeologist and professional mediator, Adrienne Godschalx.
Minutes: ACTION Kirk Lewis moved and Shawn Irvine seconded the motion to approve the minutes with changes. UNANIMOUS APPROVAL.
Treasurer’s report – Kenn Carter
No report from Cascade Pacific. See attachment from Salem-Keizer UWCA; Corrections to Writing your Watershed line items includes adding $650. Jenna Gelardi, the intern, organized a book as a reference for documents.
Watershed coordinator report – Nicole Duplaix
Report on possible joint projects with other watershed councils, especially Willamette-area councils, as more funds become available. Funds could be used to help pay education/outreach salary and projects, tabling events. Nicole is involved in statewide education program creating a basic how-to book for coordinators. We need to set a time and place for the council retreat, possibly in the spring. Suggestion – Luckiamute Landing parks building. To be discussed at next meeting.
Project managers report – Michael Cairns
See two written reports, LWC Project Manager Report December 2007 and Significant Project Activities. New projects include log placement using windblown BLM logs. Discussion about potting party on Feb. 16, steelhead passage survey funding in October, culvert grant. Report on Cascade Pacific quarterly meeting. Of note is the Oregon Truffle Festival.
Outreach specialist report – Christine Hurst.
See written report. Her focus has been on gathering up volunteers and on creating a fundraising proposal. She will bring that to the council Feb. 14 for consideration. She announces a Feb. 2 native plant landscaping workshop hosted by SWCD. Also plans are underway to create an annual report or “brag book” of activities. It could be used for a promotional item.
Nomination of officers – Kenn Carter has been nominated as chair, Tom Smith for vice chair, Shawn Irvine for treasurer and Jim Clawson for secretary. ACTION: Jo Yeager moves and Garth Mulkey seconds the motion to cast a unanimous vote for the nominees. UNANIMOUS APPROVAL. Kenn Carter calls a Jan. 14 meeting of the steering committee and staff.
Nominations of new members – Discussion of possible new council members – Todd Jarvis, OSU hydrogeologist, and Jennifer Baake of Forest Capital, Connie Carr of Oregon Tilth, Brandy Humphries of CTGR and of Monmouth; Trish Wilson, BLM.
Roundtable discussion – Discussion about possible meeting places, including Kings Valley or Pedee. Kenn Carter said there are funds for flood damage and that counselors will be here for a couple of weeks. He and Nicole are attending a river restoration conference at Skamania Lodge; Nicole will be in Belize in February.
Adjournment – The next meeting will be at 7 p.m. Feb. 14, Monmouth Volunteer Hall, preceded by committee meetings at 6 p.m., Rick’s Place.
