Call to Order and Introductions: Chairman Kenn Carter called the meeting to order.
Minutes: ACTION Kirk Lewis moved and Shawn Irvine seconded the motion to approve the minutes with changes. UNANIMOUS APPROVAL.
Treasurer’s report – Shawn
See attachments. Highlights: 42 percent of the OWEB support grant is spent 6 months into biennium. We need to decide how to spend the additional 18,000. Discussion about increasing contract salaries. Discussion about $10,000 for salaries, $1,000 insurance, the rest for supplies distributed thus: Increase Cairns’ retainer to $650 per month, Duplaix to $2,907 per month; and reserve $2,000 a month for Hurst. ACTION Jim Clawson moves and Tom Smith seconds the distribution of extra funds. Nicole will send the exact numbers to OWEB. UNANIMOUS APPROVAL.
Watershed coordinator report – Nicole Duplaix
Discussion with Marys River Watershed to develop a three-year capacity-building grant for outreach has been delayed until Meyer Memorial’s consultant comes up with a Willamette strategy. Other possibilities – a grant for a retreat to help the board structure its activities, with help from a consultant. Deadline March 15. Discussion: Retreat would include strategic planning, how to grow the organization, identifying gaps and plans to fill them, deciding where we want to go and how to get there. River Network might provide the facilitator, or OSU Extension. Suggestion to defer the date for retreat until we get word from Meyer Trust. Definitions: A strategic plan includes activities that improve the organization and an action plan includes activities that improve the watershed.
Also – Jeff Baker, Grand Ronde tribes, is suggested as a speaker. Also, Brandy Humphreys of Monmouth is a G.R. tribal member suggested for a watershed council member.
ACTION Jim Clawson moves to add three years to each term to bring everything up current. Shawn Irvine seconds. UNANIMOUS APPROVAL.
Project managers report and committee – Michael Cairns and Shawn Irvine
Grant updates. The Ash Creek OWEB grant application for Ron Cooper’s land is likely to be turned down, but a new application would scale down the project. This project fits into other plans in the basin and meets the goals of the watershed council and has been reviewed by the project committee. See attached summary. The scaled-back version reduces the project cost to $130,000 in funds from OWEB and Oregon Trout. The project committee gave the go-head for the Oregon Trout application due last Friday. The new OWEB application is due March 22. Discussion -- flood plain issues, downstream landowner concerns, last-minute requests, concerns about the landowner, the need to present the pros and cons of the project to get a clear picture. Carter asks about maintaining it the property, questions time spent on this project for what might be limited return. Response – Because the project is across from the school, it has huge education potential.
ACTION – Shawn Irvine moves and David Anderson seconds a motion to approve the project proposals to fund the Ash Creek stream bank restoration project, as recommended by the projects committee. CONSENSUS.
Education/Outreach specialist report – Christine Hurst.
See written report. Highlights: 14 volunteers worked on fish monitoring in South Fork Ash Creek. Eight volunteers are scheduled for a potting party Saturday. The committee is planning tabling events for the summer. It is also adding tours for land management practices including possible sites: A vineyard, Christmas tree farm, produce farm (Teal Creek organic farm. April 22 is Earth Day. Should we have a booth at LaCreole Middle School? Fundraising plan – Tom Smith – See attachment – The goal is to raise money that is not dedicated and to raise awareness of the council’s activities. Proposed ideas include a raffle, restaurant donations, a silent auction during the annual celebration, requests for donations via mail-out and phone campaign, donations via the website, dinners, cards, readings. Also, we need to get the council involved in WOU activities, Adrienne says. ACTION: Shawn Irvine moves and Kirk Lewis seconds a motion to approve the fundraising plan. Discussion: The plan is listed in tiers, beginning with the easiest projects. Other suggestions: Help with the table at the free movies and concerts in the parks. UNANIMOUS APPROVAL.
Charter revision discussion – Jim Clawson presents a draft charter, see attachment. Discussion: changes to process, participation (residence not required, only interest). The charter now spells out council board responsibilities, conflict of interest added. Appendices now include fiscal policies, suggests an audit committee, contract officers, personnel policies spell out scope of work more closely. The council will consider the charter for adoption at the March meeting.
Roundtable discussion and announcements – Dave Anderson – Membership suggestions. We need an ODF member. Jerry Anderson is suggested. Forest Capital Rudy Frazine may also be a good speaker on spraying. Polk SWCD plant sale is Feb. 21-22. Proceeds go to grants and scholarships. We need to schedule a joint committee meeting with steering and projects committee.
Adjournment – The next meeting will be at 7 p.m. March 13, Monmouth Volunteer Hall, preceded by committee meetings at 6 p.m., Rick’s Place.
