7 p.m. -- Regular meeting
Call to Order and Introductions: Chairman Kenn Carter called the meeting to order.
Minutes: ACTION Minutes were approved with corrections. UNANIMOUS APPROVAL.
Watershed coordinator report – Nicole Duplaix
See attachment, Coordinator’s Report for February 2008. Highlights: finalizing the charter, planning procedures for Project Review Committee, lamprey meeting, water supply, retreat to evaluate the role of the council, field trip to Valsetz, Jennifer Baake is a possible council member representing industrial timber. Times set for retreat are April 25, May 16, from 5 to 8 p.m. Place, TBA.
Willamette Boat Race – Discussion about whether to write a letter to the Marine Board from the council, or to endorse Willamette Riverkeeper’s protest, or to write individual opinions. Kirk Lewis is against it, says it will impact eagles on his property, create erosion and silt, wants the council to write a letter together. ACTION: Ron Nestlerode makes a motion to write a letter indicating that the council does not support jet boat racing on the Willamette until an environmental impact study is completed on the impact of jet boats. Garth Mulkey asks to amend the motion to seek an environmental impact study on all motorized vehicles on the Willamette River. Kirk Lewis seconds the motion. Discussion is about the kinds of impact, whether the Luckiamute is impacted by activities on the Willamette. VOTE: Garth Mulkey and Jo Yeager opposed, MOTION FAILS. Jo explains: She thinks the council will have more impact if each writes according to his or her conscience.
Bonneville Foundation – Letters of interest in a grant of up to $30,000 per year for the next 10 years are being solicited. The foundation is seeking watershed councils who are interested in restoration projects. Discussion: Council suggests staff contact other watersheds that have been involved in the foundation, to see what is expected, so we don’t commit to something we can’t deliver. ACTION: Jim Clawson moves and Garth Mulkey seconds the motion to write a letter of inquiry. APPROVED.

Project Review Committee – Tom Smith
See attachments: PRC Minutes, 2-2708; PRC Description. Highlights of that meeting included discussion of Ash Creek, Vincent Creek, Ritner Creek projects and Rapid Bio-Assessement.
Education/Outreach specialist report – Christine Hurst.
See attachments – “LWC Outreach Report for February 2008,” and “LWC Community Outreach & Involvement Efforts 2007.” Highlights: Gail Oberst updates progress on “Writing the Watershed” book publication; Christine summarizes tabling events. Discussion about how much we can afford to contribute to purchasing 800 water bottles for an Earth Day tabling event at LaCreole School, in Dallas. ACTION: Shawn Irvine moved and Emily Plec seconded the motion to contribute $150 to the project.
ACTION: Christine is directed to prepare a proposal to apply for an OWEB “Kings Valley Recruitment Grant” (see attachment) to initiate projects by conducting town hall-style meetings. Deadline is April 15.
Charter revision– Jim Clawson
Clawson discusses the charter, including: Membership, officer roles and responsibilities, personnel policies, standing committees. Discussion includes contractors and deliverables, which committee oversees which projects. The Ed/Out Committee is autonomous and may track its own grants and projects with a similar device to the PRC. The Project Review Committee is formed specifically to track restoration projects. ACTION: Emily Plec moves and Shawn Irvines seconds a motion to adopt the charter revisions, with appendices to come later. UNANIMOUS APPROVAL.
Drawing – Shawn Irvine won the drawing. Ticket sales raised $14 for snacks next month.
Adjournment – The next meeting will be at 7 p.m. April 10, Monmouth Volunteer Hall, preceded by committee meetings at 6 p.m., Rick’s Place.
