LUCKIAMUTE WATERSHED COUNCIL MINUTES

April 10, 2008, Monmouth Volunteer Hall, Monmouth, Oregon

6 p.m. -- Education/Outreach Committee met at Rick’s Place.

7 p.m. -- Regular meeting

Call to Order and Introductions: Chairman Kenn Carter called the meeting to order. Introductions included fist-time guests Jack Hendrickson and Helen Kanode.

Minutes: ACTION: Ron Nestlerode moved, Kirk Lewis seconded adopting the minutes, with changes. UNANIMOUS APPROVAL.

 

Watershed coordinator report – Michael Cairns reports in Nicole Duplaix’s absence

See handout, “LWC Coordinaor Report for March 2008. Nicole is in France. She’s been working on watershed coordinator desktop manual handbook with OSU Extension and OWEB Extension.

 

Treasurer’s report – Michael Cairns presents report in Shawn Irvine’s absence. See attached financial report. Gail Oberst announces she received a $1,000 check from PGE Foundation to publish “Writing Your Watershed.” The council directed her to e-mail Shawn, give him the check, and to also be sure that an additional $650 is transferred from the SWCD fund into the “Writing Your Watershed” SKUWCA Fund.

 

Bonneville Environmental Foundation – Michael Cairns reports that the letter of inquiry is being sent this week, as approved last month.

Willamette Boat Race – Announcement, the race was canceled. Apparently there were about a thousand negative responses.

Dallas Earth Day – Water bottles will be passed out at Dallas High School.

Charter appendices – We put off approval of the Appendices A, Operating Guidelines; B, Council membership, and C, Officer Responsibilities and a flow chart for the project review and education/outreach committees.  MOTION: Kirk Lewis moves, Gail Oberst seconds motion to approve the appendices. APPROVED, Unanimous.

Hemlock trees – Kirk Lewis has about 600 hemlock trees that could be potted and sold at summer tabling events. Soil needed. He is seeking funds for potting soil, ca. $100. MOTION: Gail Oberst moves, Kirk Lewis seconds the motion to spend money for potting soil. PASSES UNANIMOUSLY.

 

Project Manager Report – Michael Cairns

Michael Cairns requests funds to go to an April 28-29 Cascade RC&D meeting in The Dalles. Cost: $70 for a room, RCD will cover gas and food. Steering committee has approved. Council consensus. He attended 4/10/08 the Cascade Pacific RCD meeting in Corvallis.

Project Review Committee – Tom Smith

See attachments: PRC Minutes, 3-26-08. Highlights of that meeting included discussion of Rapid Bio-Assessment, Plunkett Creek log placement, Ritner Creek abutment removal. Michael Cairns describes details of the projects. Update on Ash Creek (Ron Cooper’s) project. With help from BLM, ODFW, he worked on a map of the stream network to decide which 175 miles to focus on the RBA survey. Now staff will produce a spreadsheet of landowners to be contacted.

 

Education/Outreach specialist report – Christine Hurst.

See article about the RBA in the I-O. She is working with Western Oregon University students to make calls to people listed on the database sheet. Students will call and then send permission forms to those who approve. Mancil Russell, Ash Creek Water Control District asks if there could there be a larger survey, including a nutria count, invasive species. His district especially is interested in controlling these, and SWCD is doing knotweed surveys. A discussion continues about how we can help each other in matters of mutual interest. Joint meetings in the future could be really helpful.

Education/Outreach Committee -- Ron Nestlerode reminds the council that trash pick-up is May 3, meeting on Buena Vista Road at 9:30 a.m. David Anderson volunteers to pick up materials for that in advance. Also, May 17 is the SOLV clean-up, if a council member needs to take the lead on that. Christine said that volunteers are also needed for the Earth Day event in Dallas. Christine has begun a 15- page document outlining the council’s accomplishments so fr. There’s also a draft newsletter in pdf form, to put online. Discussion about funds to continue Christine’s position, which ends in April. Christine has applied for other jobs, and may not be available for additional work.

 

Intern report -- Jenna reports on the fish survey at the South Fork Ash Creek former dam. No salmonids were found, yet, shortly after the dam was moved. She is also helping with the accomplishments page, plants potting, etc.

 

Steering committee – Nominations -- The committee is nominating two new council members, Jennifer Baake to the industrial timber position, and Ann Scheck, to the other environment position. Baake is from Washington, moved to Oregon 2004 with her firefighter husband. She’s had seasonal jobs with industrial companies. Her daughter is 1. She was a forest resources major.

Scheck is the wife of the dean of WOU’s College of Liberal Arts and Science. She has degrees in biology but pursued a journalism career and was an environmental reporter. She is now a medical freelance writer.

MOTION: Gail Oberst moves, David Anderson seconds motion to add both to council, APPROVED UNANIMOUSLY. Other potential members are Todd Jarvis. Also, Ann Stewart may wish to reactivate her membership on the council.

Reminder that council retreats begin Friday, May 16.

Adjournment – The next meeting will be at 7 p.m. May 8, Monmouth Volunteer Hall, preceded by committee meetings at 6 p.m., Rick’s Place.
